After 18 months of faltering efforts to launch Middle East peace negotiations, President Obama is dramatically increasing his personal stake and his own political risk by hosting direct talks this week. Obama personally helped coax Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas to come to Washington to meet with him Wednesday and resume talks the next day.

Two top U.S. officials were scheduled to arrive in Israel Wednesday to begin preliminary negotiations ahead of next week's diplomatic summit in Washington, the first direct Israeli-Palestinian talks in 20 months. The two officials are Daniel Shapiro, a top National Security Council staffer handling Israel and neighboring countries, and David Hale, deputy to special Mideast envoy George Mitchell. Each official will meet separately with Isaac Molho - an adviser to Prime Minister Benjamin Netanyahu and head of the Israeli negotiating team - and chief Palestinian negotiator Saeb Erekat.

Friday's announcement of a new round of Middle East peace talks has stirred skepticism over whether the negotiations will amount to any meaningful progress. Moreover, some experts said both the Israelis and Palestinians are simply going through the motions in a bid to placate Washington. "In effect you have both sides just doing this to please the United States," said Michele Dunne, senior associate at the Carnegie Endowment for International Peace. Neither side believes that a negotiated solution can result from the talks, nor are they prepared to make major concessions, she said.
