JERICHO, WEST BANK — Israel's insistence on maintaining a presence on the eastern border of a future Palestinian state could be reviewed over time, a government spokesman said Wednesday. Israel's demand for such a presence is one of the potential obstacles to a Mideast peace deal. The Palestinians say they will not accept any Israeli deployment in their future state, arguing that the presence of international forces during a transition period — an idea they support — should be sufficient to address Israeli security concerns.

The growth of a Jewish settlement next to Hany Abu Haykel's home means the Palestinian needs an Israeli permit to use his front gate. Hardly anyone visits, he says. Guests need permission to reach the house where he was born 41 years ago, in an old neighbourhood of Hebron, in the occupied West Bank. The negotiations, which resumed this month in Washington after a two-year breakdown, are foundering over Palestinian demands that Israel extend a curb on Jewish construction in the West Bank. That curb, in place for 10 months, is to expire Sunday.

Generations of Israel Defense Forces soldiers have learned a limited lexicon of Arabic expressions while working West Bank checkpoints, patrols, arrests and searches of Palestinian homes. The expressions are designed to order civilians to stop, open the door, identify themselves and present identification papers. For most troops, these are the only words of spoken Arabic that they knew. For Palestinians, this was the soundtrack to the occupation.
