At its Annual Retreat held in Bethlehem in the occupied Palestinian territory (oPt) from 17-18 January 2008, the United Nations Country Team (UNCT) for the oPt discussed and agreed upon a selection of strategic operational areas of activity for specific, coordinated focus by all UN Agencies, Funds and Programmes coming under the umbrella of the UNCT, and which would underpin the mandate of the United Nations Special Coordinator’s Office for the Middle East Peace Process (UNSCO).

Heads of UN oPt Agencies identified who will be responsible for the coordination, monitoring, evaluation and harmonization of relevant UN activities, and reporting back on progress over the year to regular monthly meetings of the UNCT.

The UNCT recognized the fundamental importance of pursuing these strategic areas of activity: in close support of the Palestinian Reform and Development Plan (PRDP) for 2008 - 2010; in the broad context of ultimate achievement of the development goals; and within the wide range of humanitarian, recovery and development activities currently being planned and/or implemented by the UN Agencies, Funds and Programmes represented in the oPt.

The UNCT also agreed to begin the process during the course of 2008 of preparation of a UN Support Plan for the oPt, informed by the PRDP and in close consultation with the PA, and other concerned partners. The result of this process, was the preparation of the Medium Term Response Plan (MTRP) which will be finalized in 2009.
