In 2008, EC has committed so far €361,5 million, as compared to €554 million in 2007
and €342 million in 2006.
1) PEGASE
PEGASE, the European mechanism of support to the Palestinians, was launched on the 1
February 2008. Building upon the Temporary International Mechanism (TIM), PEGASE
supports the three year Palestinian Reform and Development Plan (PRDP) which was
presented by the PA Prime Minister S. Fayyad at the Paris Donor Conference in
December 2007. PEGASE supports both recurrent costs of the Palestinian Authority
(salaries and pensions, vulnerable families, fuel, arrears) and development projects in the
four sectors of the PRDP (governance, social development, economic & private sector,
public infrastructure).
2) UNRWA
The EU – European Commission and Member States - is the largest donor to UNRWA.
The overall EC contribution in 2008 to UNRWA is expected to reach over €100 million.
This includes: €66 m to the General Fund, €4 million to the Special Hardship Cases
programme (cash subsidies for some of the most vulnerable refugees as part of
UNRWA’s reform to better target families in need); €1 million for the Organizational
Development Plan to strengthen UNRWA’s management capacity. On top of this comes
EC support for Food Security, Humanitarian Aid and Food Aid (€31 million). The
Commission also provides assistance for preparation of the reconstruction and
rehabilitation of the Nahr El-Bared camp in Lebanon.
