PECDAR is the acronym for the Palestinian Economic Council for Development and
Reconstruction. The Palestine Liberation Organization (PLO) established PECDAR in
1993, to be an independent institution, in full cooperation and coordination with the donor
community to Palestine in support the peace process.
The PLO approved by the laws of PECDAR in Oct. 1993 and in the same year, at the general
meeting of the donors, which was held in Washington under the chairmanship of the U.S. Secretary
of State and the World Bank, the donor countries endorsed PECDAR’s mandate.
The mandate covers a wide range of responsibilities including aid coordination, economic
policy, project management and implementation, coordination with NGO’S and UN specialized
agencies, technical assistance and training as well as information technology.
Donor funds are disbursed effectively and efficiently and in the most transparent way.
Funds are allocated to projects in accordance with national priorities, where project preparation,
implementation and monitoring is carried out by PECDAR, while the relevant
institutions, localities and municipalities carry out project identification.
PECDAR is accountable to a Board of Trustees, which, before his passing, was headed
by President Yasser Arafat, and all PECDAR’s finances are Audited by External Auditors
as well as donors audit missions.
Projects implemented under PECDAR’s rule are tendered through the local papers and
bids are opened in the presence of all competitors. Local contractors carry out most of
the work while international firms and consultants conduct technical assistance work.
