If both Israel and Hamas condemn the proposal of a UN declaration of independent Palestinian state in the West Bank and Gaza, as they have, it suggests it must be the right idea. The Palestinian Authority has come up with it because nothing is happening to the peace process. It is their way of forcing it back onto the international agenda.

As so often in the Middle East, we have been here before. The latest suggestion – that a frustrated Palestinian leadership would unilaterally declare a state and invite international recognition for it – is not new. It was made a decade ago by Yasser Arafat when Benjamin Netanyahu, then as now, was Prime Minister. It was made again after the collapse of the Camp David talks a year later, when then Prime Minister Ehud Barak, like some of Mr Netanyahu's more hawkish ministers now, threatened to annex the most populous settlements in the West Bank in retaliation.

Ramallah – Ma’an – Hamas will sign the Egyptian reconciliation paper by month's end, Dr Aziz Ad-Dweik, speaker of the Palestinian Legislative Council and member of the Hamas bloc said Wednesday. Dweik gave an interview on Al-Jazeera Arabic announcing that Hamas leaders had secured Egyptian guarantees that they would take into account Hamas' reservations on the issue, and would list them on the sidelines of the reconciliation paper, which would be signed by both parties.

The Palestinian National Council proclaimed the establishment of a Palestinian state during a meeting in Algiers on 15 November 1988. Like the declaration of a Palestinian state in Gaza in 1948 amidst the war with the nascent Israeli state, the 1988 declaration has little practical meaning today. For whatever reason, recent media speculation has raised the notion that Palestinian leaders could make another such declaration in the current political climate.

The United Nations envoy to the Middle East, Tony Blair, said Tuesday that he believed Palestinian President Mahmoud Abbas' decision not to seek re-election was a reflection of deep frustration regarding the slow pace of peace negotiations. Speaking to Army Radio while on a visit to Jerusalem, Blair called Abbas a man of peace, and said he worried the decision would harm any chance of toppling Hamas' power in the Gaza Strip. "People are impatient to get into the negotiation regarding the Palestinian and Israeli states," Blair told Army Radio.
