If both Israel and Hamas condemn the proposal of a UN declaration of independent Palestinian state in the West Bank and Gaza, as they have, it suggests it must be the right idea. The Palestinian Authority has come up with it because nothing is happening to the peace process. It is their way of forcing it back onto the international agenda.

A Vacuum Can Also be Used

In his reaction to the recent Palestinian stance, Benjamin Netanyahu included the following elements: it is forbidden for you to go to the Security Council to issue a resolution that recognizes your future state. If you do this, you will not find international support. If you do obtain this support, we will put an end to this attempt by force.

As so often in the Middle East, we have been here before. The latest suggestion – that a frustrated Palestinian leadership would unilaterally declare a state and invite international recognition for it – is not new. It was made a decade ago by Yasser Arafat when Benjamin Netanyahu, then as now, was Prime Minister. It was made again after the collapse of the Camp David talks a year later, when then Prime Minister Ehud Barak, like some of Mr Netanyahu's more hawkish ministers now, threatened to annex the most populous settlements in the West Bank in retaliation.

Why is Hamas keeping a low profile in the West Bank?

A question one hears frequently among Palestinians these days is why Hamas Movement, a group some view with suspicion and others with sympathy, has become nearly invisible in the West Bank. Certainly Hamas has suffered a series of security blows in the last few years. Israel arrested roughly a thousand Hamas members, including elected delegates of the Palestinian Legislative Council (PLC), following the capture of the Israeli soldier Gilad Shalit in June 2006.

Declaring a state? Palestinian leaders weigh in

The Palestinian National Council proclaimed the establishment of a Palestinian state during a meeting in Algiers on 15 November 1988. Like the declaration of a Palestinian state in Gaza in 1948 amidst the war with the nascent Israeli state, the 1988 declaration has little practical meaning today. For whatever reason, recent media speculation has raised the notion that Palestinian leaders could make another such declaration in the current political climate.

The United Nations envoy to the Middle East, Tony Blair, said Tuesday that he believed Palestinian President Mahmoud Abbas' decision not to seek re-election was a reflection of deep frustration regarding the slow pace of peace negotiations. Speaking to Army Radio while on a visit to Jerusalem, Blair called Abbas a man of peace, and said he worried the decision would harm any chance of toppling Hamas' power in the Gaza Strip. "People are impatient to get into the negotiation regarding the Palestinian and Israeli states," Blair told Army Radio.

We must not forget that the Palestinian president – no matter who he might be – is an important figure not just for the West Bank, but for the entire Arab world. This is because the Palestinian President is the guardian of the most important cause – the Palestinian Cause – and therefore possesses exceptional [political] legitimacy in the Middle East's political arena. Therefore the issue that we are facing is one that concerns everybody.
