Palestinian Bid for Full Unesco Membership Imperils American Financing

The Palestinian bid for full membership in Unesco — the United Nations Educational, Scientific and Cultural Organization — has put both Washington and the organization into an urgent bind. United States legislation dating back more than 15 years mandates a complete cutoff of American financing to any United Nations agency that accepts the Palestinians as a full member. Unesco depends on the United States for 22 percent of its budget, about $70 million a year.

The huge Palestinian prisoner release won by Hamas in exchange for a lone Israeli soldier has drawn praise from those in the Middle East who believe violence is the only way to deal with Israel, unsettling President Mahmoud Abbas' camp and chipping away at what faith is left in his strategy of negotiating peace. President Mahmoud Abbas left Colombia empty-handed Tuesday after failing to secure support from President Juan Manuel Santos for his bid to gain state recognition at the United Nations. "We want the Palestinian state to exist. But this can only come as the result of a (UN) vote or resolution. It must be the product of negotiations (between Israelis and Palestinians) because this is the only way to achieve peace," Santos said after meeting Abbas in Bogota.


Shaath: Palestine has 9 votes in Security Council

Fatah central committee member Nabil Shaath said Monday that nine countries in the Security Council were committed to supporting Palestine's bid for membership in the UN. Shaath told Ma'an "the nine states that have confirmed voting to us, and we do not question their stance, are the following: Gabon, Bosnia, Brazil, India, Lebanon, Nigeria, South Africa, China and Russia." Six Security Council members -- Brazil, China, India, Lebanon, Russia and South Africa -- have publicly indicated their backing for the Palestinian bid.
