Secretary of State Hillary Rodham Clinton embarked on her first foray into Middle East diplomacy on Monday, offering a pledge of $300 million for war-torn Gaza and urging accelerated efforts for peace. Mrs. Clinton was attending an international donors’ conference in this Egypt resort on the Red Sea that may well prove to be the simplest part of a visit to a region shadowed by deep mutual distrust between Israelis and Palestinians and the still-unresolved political situation in Israel.

Peace Now: Israel planning 73,300 new homes in West Bank

A report by the Israeli left-wing NGO Peace Now released Monday says that the government is planning to build more than 73,300 new housing units in the West Bank. Peace Now estimates that if all of the units are built, it would mean a 100-percent increase in the total number of Israeli settlers. The report says that some settlements, including the two largest Ariel and Ma'aleh Adumim, would double in size. According to the report, approval has already been granted for the construction of 15,000 housing units, and is pending for a further 58,000 units.

One day before Hillary Clinton begins her maiden visit to Israel and the West Bank as the U.S. secretary of state, an Israeli peace group announced more settlement expansion plans on Palestinian territories, posing an even tougher challenge to the new American administration's peace endeavors. In a report released on Monday, Peace Now said the Israeli authorities have plans for 73,302 new housing units in Jewish settlements, which would double the number of settlers in the occupied territory and blow the chances for a two-state solution to the Palestinian-Israeli conflict.

The visit this week to the Middle East by Hillary Clinton, the US secretary of state, will offer the first opportunity to assess the Obama administration's policy in the region. It comes at an unpropitious time, with sensibilities in the region still raw after Israel's three-week invasion of Gaza, which resulted in such terrible loss of life. Mrs Clinton's first task, at a donors' conference in Sharm el Sheikh yesterday, was to offer a $900 million (£642 million) aid package to Gaza and the West Bank.

The Obama administration will have to address on an immediate basis a number of burning problems of varying degrees of magnitude. In the short run it will be required to tackle the rehabilitation of Gaza under Hamas' rule: On the one hand to secure aid to assure the fundamental wellbeing of its inhabitants, while at the same time curtailing the influx of weaponry into Gaza. The fight against terror, its performers and sources has to be continued in all vigor.

A reliable friend and colleague swears that he saw the following incident in the Israeli-occupied territories a couple of years ago. A Palestinian physician, in urgent need of permission to travel, was trying to persuade a soldier at a roadblock to allow him to hurry on to the next town. He first tried the stone-faced guard in Hebrew, in which many Arabs are fluent, but he received no response. He then made an attempt in English, which is something of a local lingua franca, yet he fared no better.

That is not something Americans can do. But I would think you and your allies would have cut into the power of the right-wingers by now. But they still seem to own Capitol Hill, almost as if you guys didn't exist." It's a good question, but it is also one that I had no problem answering.
