The New Israel Fund, the target of attacks by right-wing organizations accusing it of supporting anti-Zionist groups, is discussing the possibility of specifying in its guidelines that grants will be given only to groups that accept the idea of Israel as a Jewish homeland. The discussions have been taking place in recent months in Israel and in the United States, where NIF’s headquarters are located and most of the group’s donors reside.

New winds seem to be blowing in Israel’s right wing. Prominent voices opposed to relinquishing the West Bank and Jewish settlements are calling instead for its annexation, with citizenship for Palestinians living there. On the face of it, this sounds virtuously democratic. But the right has no intention of abandoning its vision of a Jewish state in expanded territory. What’s being proposed is neither practical nor intellectually honest.

Some people are surprised at recent expressions of support on the right for a one-state solution to the Israeli-Palestinian conflict, through what appears to be a readiness to grant Israeli citizenship to Palestinians living in territories that would be annexed. I'm surprised they're surprised, because that has been the right wing's position since 1967. It's just that it hasn't been easy to openly advocate an explicitly annexationist stance.

In one of the more curious twists in Israeli politics, prominent figures on Israel’s right wing have begun pushing for a one-state solution with Israelis and Palestinians as equal citizens with full voting rights. The one-state solution previously had been the preserve of the post-Zionist left, Palestinian hard-liners and left-leaning European intellectuals who envisioned turning Israel proper, the West Bank and Gaza into a single state in which the Palestinians soon would become the majority and assume the reins of government.

The small Arab nationalist party he leads is formally committed to the two-state solution which would see a Palestinian state alongside Israel, but he sees no prospect of it. Those in charge are interested only in "conflict management, not resolution", he says.

"The prospects of the negotiations with Mahmoud Abbas do not look promising. President Obama undoubtedly thinks otherwise, but if Abbas speaks for anyone, it's barely half the Palestinians. The chances of anything good coming of this are not great. Another possibility is Jordan. If Jordan were ready to absorb both more territories and more people, things would be much easier and more natural. But Jordan does not agree to this. Therefore, I say that we can look at another option: for Israel to apply its law to Judea and Samaria and grant citizenship to 1.5 million Palestinians."

In a recent op-ed, Moshe Arens suggested that Israel seriously consider the option of a single state west of the Jordan, in which Palestinians be granted full citizenship. The one-state solution is advocated by a number of Palestinian intellectuals and is becoming rather popular within the European left. Their reason is generally that the one-state solution would give more justice to the Palestinians - this position is mostly seen as anti-Israeli. Israel’s extreme right favors holding onto the greater land of Israel, generally on theological grounds.
