There is an enormous gap between the reasons Israel is giving for the decision to impose significant sanctions against Hamas rule in the Gaza Strip, and the real intentions behind them. Defense Minister Ehud Barak yesterday authorized a plan for disrupting electricity supply to the Gaza Strip, as well as significantly shrinking fuel shipments. This is supposed to reduce the number of Qassam rocket attacks against Sderot and the other border communities. In practice, defense officials believe that the Palestinian militants will intensify their attacks in response to the sanctions.

Britain and Israel face a diplomatic and legal showdown this week over the death of James Miller, an award-winning British film-maker who was shot by Israel soldiers while working on a documentary in the Gaza Strip more than four years ago. Israel has failed to respond to an ultimatum issued by Lord Goldsmith, the former attorney general, to his opposite number, Meni Mazuz, on 26 June to launch a criminal investigation within six weeks against the officer suspected of firing the fatal shot. The deadline expires tomorrow.

The firing of a long-range Katyusha rocket into Israel from Gaza on Sunday has ratcheted up concerns here for the increased threat of missiles against the Jewish state. The weapon of choice of Palestinian militants in Gaza has been the Kassam rocket, which has relatively poor aim and short range, but has nonetheless caused damage and killed 14 Israelis and injured hundreds more, according to an Israeli government tally.
