Editor's Notes: Israel’s complacent assumption has been that even an overwhelming vote to establish ‘Palestine’ at the GA in September would have merely ‘declaratory’ impact. Wrong. Jerusalem had forgotten about UNGA Resolution 377. Early in the Korean War, frustrated that the Soviet Union’s repeated use of its UN Security Council veto was thwarting council action to protect South Korea, the United States initiated what became known as the UN General Assembly’s “Uniting for Peace” resolution.

The Palestinians say that if a peace treaty with Israel isn’t reached by September their first choice is to go to the U.N. Security Council with such strong support and arguments that it would recommend admission of Palestine as a new member of the United Nations. That would require convincing the U.S., Israel’s ally, not to veto a resolution supporting membership for an independent Palestinian state, which won’t be easy.

Israeli state officials estimated Wednesday that the US decision to postpone a European initiative to set parameters for peace talks between Israel and the Palestinians will involve a price to be paid by Benjamin Netanyahu. "The prime minister will be forced to outline his plans in a clear manner," one state official said. Israel has been working to prevent UN support in a unilateral declaration of a Palestinian state, however efforts to block endorsement have thus far failed. State officials now believe such efforts are futile, particularly in regards to the General Assembly.

Speaking in Uruguay at the UN Latin American and Caribbean Meeting in support of Middle East peace Ban said it was a "crucial time" for the Israeli-Palestinian peace process.

The US veto of the Security Council draft resolution to condemn Israeli settlement construction is a disgrace on the part of President Barack Obama and the United States. One of the great disappointments of the Obama presidency came from the White House instructing our representative to the United Nations to veto the Security Council resolution Friday that would have condemned Israel's West Bank settlements as illegal. Those settlements have been condemned by every U.S. president, Democrat and Republican, since Israel occupied the West Bank in the 1967 War. The settlements are recognized as illegal under the Geneva Conventions, which the United States took the lead in creating and signing.

There were no winners in last week’s UN vote on the Arab resolution to condemn Israeli settlement policy. Palestinian leader Mahmoud Abbas looked like he wanted an excuse to avoid making peace, Prime Minister Binyamin Netanyahu’s preference for building settlements over negotiating only further deepened Israel’s international isolation and President Barack Obama showed he had little influence with either side, and few clear ideas about how to advance a peace process he insists is an administration priority.
