Weak Israeli and Palestinian governments, an American president in the last stretch of his second term, dysfunctional Israeli and Palestinian body politics, and cynical media coverage all dampen any reasonable expectations of success for the Middle East summit in Annapolis.

Gordon Brown and Tony Blair teamed up yesterday to try to salvage a planned Middle East peace conference in America by clinching Saudi Arabia’s attendance. According to British officials, first the Prime Minister and then his predecessor met King Abdullah of Saudi Arabia yesterday. It was made clear at the meetings that the country’s participation was crucial for what is being billed as the best chance for peace in the region for seven years.

It is very refreshing when law, international responsibility and human courage converge in the remarks or actions of a single person. This occurred earlier this month in New Zealand in a talk by Karen Abuzayd, commissioner general of UNRWA, the United Nations agency that provides humanitarian aid and basic social services to Palestinian refugees. She made a few points that are noteworthy precisely because international officials rarely speak with such clarity, moral force and political urgency. It is too late to question the wisdom of floating the idea of a Middle East "meeting". The challenge now is to manage or minimize the potential liabilities and damages that may result from either holding the meeting in Annapolis without ensuring in advance even a limited success, or postponing it sine dei.
