World Bank report: PA economy needs more private investment

Palestinian Authority economic growth has been largely driven by donor aid, and more private investment is necessary to ensure that the expansion is sustained, the World Bank said in a report Monday. In 2009, the PA received almost $1.4 billion in budget support, following $1.8b. in 2008, allowing for expansionary fiscal policies to support growth, the report said. The share of sectors that are mostly government-funded, such as defense and public administration, rose from less than 21 percent of the economy in 1999 to almost 30% in 2009, it said.

The Palestinian government is on track to deliver on its promise of building the institutions of an independent state, the World Bank said on Monday. In its latest report, the bank offers a clear endorsement of the policies of Salam Fayyad, the Palestinian prime minister and the architect of an ambitious programme designed to achieve independence and statehood by the middle of next year. It notes the impressive economic growth in the West Bank in 2009, and praises recent improvements in the management of public finances.

US Treasury: 'PA making bold bid to curb Hamas funds'

WASHINGTON – The Palestinian Authority has made significant moves to cut off the flow of funding to Hamas, according to a top US Treasury official. David Cohen, assistant treasury secretary for terrorist financing, praised the PA for taking “important steps to limit Hamas’s influence” by supervising the Palestinian banking system and charitable contributions in the West Bank and Gaza. “The Palestinian Authority has been quite courageous in its efforts to regulate the financial system,” Cohen told the Washington Institute for Near East Policy on Wednesday afternoon.

EU pays 21 million euros for PNA servants' salaries

The European Union announced on Monday that it provided the Palestinian National Authority (PNA) with 21 million euros to pay the salaries of working and retired civil servants in the West Bank and Gaza. Christian Burger, the EU representative in Ramallah said in a press release e-mailed to reporters that around 85,000 Palestinian employees would get their salaries for March paid. "The 21 million Euros are part of a European agreement reached with the Palestinian side to pay 158.5 million euros to the Palestinian National Authority during the year 2010," said Burger.

First planned Palestinian city receives US grant

Bethlehem - Ma'an - The US government signed two grant agreements on Monday in support of Rawabi, the first Palestinian planned city outside Ramallah, and to the Palestinian Authority Ministry of Finance. The grants, offered by the US Trade and Development Agency (TDA) Awards Grants, will go toward two projects for technical assistance to develop an IT master plan for the new city, and a tertiary waste water treatment feasibility study for Rawabi and surrounding communities, a statement said.

The conveners included Minister of Local Governance Khaled Al-Qawasmi, member of the board of directors Abdul Ghani Nofal and directors of PMDP as well as representatives of the World Bank, the German Development Bank, the French Agency for Development, the Danish Commission and the German Agency for Technical support.

A real plan to build Palestine

Two weeks ago the Palestinian Authority issued a detailed budget for the state and institution-building programme it adopted last August.
