A leading civil-rights group has accused Israeli police of systematic discrimination against the Arab residents of East Jerusalem as growing numbers of hardline religious Jews take up residence in Palestinian areas. A report from the Association for Civil Rights in Israel (Acri) found that violent confrontations between Jewish residents and their Palestinian neighbours had risen rapidly, but that Israeli police have largely ignored Palestinian complaints.

Deadly drive-by shootings by Hamas gunmen this week proved that the Palestinian militant group can still operate in the West Bank when its leadership demands, despite a sustained crackdown by Israel and the Palestinian Authority. Hamas has pledged to follow up on the attacks, which appeared timed to the re-launch in Washington of direct peace negotiations between Israel and the Palestinian Authority.

Hours before peace talks were set to begin in Washington, Jewish settlers defiantly announced plans on Thursday to launch new construction in their West Bank enclaves in a test of strength with Palestinian Islamists. Naftali Bennett, director of the settlers' Yesha council, said settlers would begin building homes and public structures in at least 80 settlements, breaking a partial government freeze on building that ends on September 26.

Hamas on Thursday claimed responsibility for a shooting attack in which two Israelis were wounded, one of them seriously, in the West Bank. Wednesday's roadside attack, near the Jewish settlement of Kochav Hashachar, occurred on the eve of face-to-face peace negotiations between Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu in Washington.

Palestinian Authority security forces detained two men on Thursday suspected of involvement in a deadly shooting attack in which four Israelis were killed on Tuesday. The four victims were residents of the Beit Hagai settlement in the West Bank. They were traveling in a car on route 60 late Tuesday when assailants opened fire at them, killing all four. Following the incident, Palestinian security forces in the West Bank carried out one of the largest arrest sweeps in history, bringing in over 300 suspects in efforts to locate the culprits.

Palestinian security forces in the West Bank detained dozens of Hamas activists on Wednesday in response to a lethal attack on Jewish settlers in the occupied territory, a senior security source said. The Hamas armed wing claimed responsibility for the killing of four Jewish settlers near Hebron on Tuesday on the eve of a new round of U.S.-backed peace talks. "Dozens of Hamas members have been arrested, mainly in Hebron area and across the West Bank," the source said. "We are investigating if they have any links to the shooting attack. There will be more arrests."
